I just got my winter issue of The Rainbow Times and saw the write-up about the duty free materials as part of the reduction for the VAT
Has anyone tried to bring anything in yet?
And if so is it completely duty free?

Yes, they are duty free.  You must get a form to provide to your customs broker listing what is being brought in (ahead of time).  I got a copy of a friend's - I don't know where she got it... ask Paul Simmons.  You still pay VAT.
